The energy flowing between the electrodes vaporizes the mercury inside the tube and excites the electrons within the mercury’s atomic structure. As the electrons are excited and then “cool down,” they release their energy in the form of ultraviolet light which is invisible to the human eye.

However, ‘fluorescent’ materials like the phosphor powder inside the tube emit visible light when exposed to ultraviolet radiation, so as the UV light hits the phosphor powder, the tube light will glow with visible light, typically the cool white light that is normally associated with fluorescent lights.
