abstract - Vito Corleone is the aging don (head) of the Corleone Mafia Family. Drug dealer Virgil Sollozzo is looking for Mafia families to offer him protection in exchange for a profit of the drug money. This does not please Sollozzo, who has the Don shot down by some of his hit men. The Don barely survives, which leads his son Michael to begin a violent mob war against Sollozzo and tears the Corleone family apart

This particular scene reveals very much. Tom Hagan doesn't understand they're at war and solazzo needs to be killed. he's not a war time consigliere. sonny correctly identifies the need to kill solazzo, but he can't develop an effective strategy to do so. that leads him to agreeing to Tom hagan's bad advice. Michael also realizes they're at war and solazzo needs to go (clemenza does as well, but he doesn't say anything until after michael speaks up) and he is able to develop a plan. he is fit to lead the family.
