Emulate what some may describe as the feeling of being electrocuted (shaking his head back and forth and letting his mouth flop around) essentially making a sick joke of the situation, living up to his name. This scene is, in my opinion, the point in the movie where the natural instincts of The Joker are put on display, and we get a good view into who he really is. For a quick moment, he's not scheming or trying to manipulate anyone, instead he takes a quick victory lap and has a little fun, much like a kid on a playground.
