Puerto Rico adopted regulations to allow for the cultivation, manufacturing and distribution of medical cannabis three years ago. In 2017, Puerto Rico Gov. Ricardo Rossello has signed into law an updated medical cannabis statute after deciding a previous medical cannabis legalization measure wasn’t thorough enough.

Puerto Rico’s medical cannabis market has over 120 cannabis businesses, including 77 dispensaries. The number of patients registered in Puerto Rico in 2018 has surpassed 35,000, up from about 12,000 in 2017. The government has issued 77 dispensary licenses and 40 have opened across the island.

Puerto Rico market is now “growing exponentially,” said Secretary of Health Rafael Rodríguez Mercado, and is adding 500 new patients per week.

As of July 2019, according to the government medicinal cannabis page, over 77,000 patients have signed up for the program run by the Department of Health.

It is expected that the patient count will reach 100,000 once the program is fully developed. The medical tourism component of the Puerto Rico’s cannabis program should also yield strong opportunities for business owners.
