I've been writing a lot of PowerShell scripts at work lately. I've been pretty much using the standard PowerShell ISE. Which seems to work just fine, but is lacking some features I am used to having with a regular IDE with other languages.
Track users' IT needs, easily, and with only the features you need.
This is a free IDE with many of the features of the others and provides a solid experience, if not a luxurious one.

I find it easy to work in and being cross platform I can have my eco systems all set the same.
Fine for basic work, but you begin to notice features are lacking once you begin to get into more advanced scenarios. Big features missing for me are: no customizable encodings and line endings, no autoformatting, extensibility is limited and there is no project support.
I think the built in ISE is good enough for my use, but the one thing that seems to be missing is the ability to "auto-format" code. It seems like every time I add another IF statement, it becomes a chore to clean up all the indenting, etc of the code. When with another IDE in another language, I could usually add my curly-braces and hit auto-reformat, and have all my indenting nice and readable. But I just feel like I spend waaaay too much time fixing the code indents to make the code readable again.

This adds a ton of heavy duty IDE features to the built in ISE. I have used this for a couple years now and love it. Does auto formatting, lots of refactoring and code analysis, and tons more that I can't even get into in this post. Definitely worth the money if you're already used to using the ISE and need some more advanced features. A couple of drawbacks are: still no project support for the ISE, interface is a bit cluttered and changes somewhat frequently.

I've tried Visual Studio, and there doesn't seem to be any advantage to using Visual Studio over the regular ISE.
VS Code is cross platform as well. Always get weird looks pulling it up on a mac still lol.
An all around great editor with a ton of features, including visual editing of Windows Forms GUIs. This is the most mature editor out there for PowerShell, but also the most expensive. I have never invested in this one simply because I feel the price is too high for my needs. If there were a version that just offered the editor without the Forms GUI part at a lower price I'd be all over it!

Visual Studio itself does not offer much in the way of PowerShell editing, but Adam Driscoll has created a plugin called PowerShell tools for Visual Studio which adds a ton of supporting features to the IDE. You can edit and debug code, as well as run Pester tests in the VS test runner. It's pretty cool, and support is coming soon for VS 2017.

This is Microsoft's PowerShell editor of the future. Code is cross platform and Microsoft has created a PowerShell extension for it. You can edit and debug PowerShell code, and VSCode's default terminal is now PowerShell. You can do tons of other languages in Code as well which makes it even more attractive. The PowerShell extension has not yet reached v1.0 and there are still a couple of pain points: syntax highlighting has a couple of bugs so you'll occasionally get weird colors, and it doesn't support region folding.
