At one point mine said I was running 11.3. I restarted my computer and updated my graphics drivers and checked again and it said it was running 12.

Your HD 8600/8700M is using GCN so DX12 is supported with that graphics chip.

It definitely could be, do you think you could post the dxdiag file? Simply click save all info, save the file to your desktop and post it on here or share the file on onedrive.
I thought this may be the case too, however MS has been promoting it by saying that it even works and enhances old hardware? So it would be nice to know definitively if DX12 works on older hardware or only on DX12 cards? Mine also shows version DX11.2.

your 8550G is using the Terascale 3 architecture.
if AMD then GPU must be using GCN architecture to use DX12.
