If you are using 12c R1, R1 Update 1, or R1 Update 2, you must first upgrade to 12c Update 4. If you are using Oracle Enterprise Manager Ops Center 11g, you must first upgrade to version 12c R1 Update 1 and then upgrade to R1 Update 4.
