You can make a song with whatever you want, if you're asking about making a good song, probably.

Restricted writing is often used by composers to deal with a lack of inspiration. Shostakovich famously wrote a fugue with no dissonances as a great example of this. This is in the same vein of restriction.

You really will just have to focus on using harmonies to make things more interesting, but you can make very interesting and inspired melodies using just a pentatonic scale. Give it a shot.
