Afghanistan Document Legalization is necessary if you want to use and recognize a specific document for use in Afghanistan. Legalization is a form of authentication that requires certain steps and procedures in order to be able to use your document abroad in participating countries outside the Hague Convention.
To give you more information. There are two types of authentication: apostille and legalization.
