There is no best way to receive grants: you either receive them or you don't.

The phrasing of the question leads to believe that a person is either trying to qualify for a grant for which s/he is not eligible for (which is borderline questionable practice to say the least) or the person is trying to obtain the list of grants that s/he is eligible for in order to apply.
