United Nation´s mission to investigate Police violence in Peru

Michelle Bachelet, as United Nations´s High Commissioner, is concerned over the allegations of unnecessary and excessive use of force by the troops security, as well as detentions without due process.
The official also expressed the office's regret for the death of two young protesters - apparently in cases where this excessive use of force took place - and called for an impartial and transparent investigation into the circumstances of those events (see more).

Nor should “less lethal” munitions be used, such as rubber-coated metal bullets, a projectile that caused the death of at least one of the young people who died in the current crisis.
Hurtado added that "any deployment of plainclothes agents in demonstrations must be strictly necessary given the circumstances and these agents must not incite violence."
The spokesperson stressed that the office has also received complaints of arbitrary detentions and unjustified restrictions on journalists who tried to exercise their right to report, for which the office also reminded the Peruvian authorities that “they must comply with their obligations in relation to freedom press”.

The departure of Martín Vizcarra from the Presidency of Peru and the subsequent assumption of the Executive Power by the President of Congress, Manuel Merino, provoked a strong citizen reaction that was responded with violent repression by the Peruvian Government against the demonstrations that left on Saturday at least two dead and numerous wounded.

After these events, the provisional president of Peru, Manuel Merino, could no longer resist his weak mandate and resigned on Sunday from the position he had assumed only five days ago.
In this context, Merino was criminally denounced together with his Prime Minister, Ántero Flores-Aráoz, and the Minister of the Interior, Gastón Rodríguez. Police authorities were included as well. The attorney general, Zoraida Ávalos, announced on Monday the opening of a preliminary investigation.

The complaint "for serious human rights violations" was presented to Peru's attorney general, Zoraida Ávalos, after two young people died and more than one hundred people were injured during the protests.

Additionally, Amnesty International (AI) rejected the violation of human rights and demanded an end to the repression by the National Police in the demonstrations. “The authorities must prioritize the protection of the population over any political interest, "said Marina Navarro, executive director of Amnesty International Peru, according to a statement from the organization.

After analyzing audiovisual evidence, Amnesty was able to verify that "police officers fired ammunition, fired tear gas, beat or subjected people with violence in an unnecessary and disproportionate manner, wounding them and violating international human rights standards."

“There are videos digitally verified by Amnesty International that show violence against the population”, said Mariela Belski, Executive Director of Amnesty International Argentina.
In the midst of one of the worst political crises in the history of the Andean country, Congress approved on Monday a new Board of Directors led by Francisco Sagasti, who will thus become interim president, after the departure of the two mentioned leaders. Its main objective will be to mitigate the political storm in the country and lead a peaceful transition until the presidential elections in April 2021.

The 76-year-old industrial engineer, researcher and author, has served as a Congressman of the Republic since March of this year for the period 2020-2021.

In his beginnings, he held various positions in the Revolutionary Government of the Armed Forces after the 1968 coup d'état. At that time, he was an advisor to the Minister of Industry, Rear Admiral Alberto Jiménez de Lucio. He also collaborated in industrialization and technology matters, and advised the National Research Council.

From 1985 to 1987 he was an advisor to the then Minister of Foreign Affairs, Allan Wagner Tizón, during the government of Alan García. Then, between 1988 and 1989, he served as chair of the United Nations Advisory Committee on Science and Technology for Development.

In his long career, he was also a senior executive at the World Bank, where he served as head of the Strategic Planning Division between 1987 and 1990. Then, from 1990 to 1992, he served as senior advisor to the Policy Evaluation and Foreign

Relations to the international organization.

In 1996 he was kidnapped by the Túpac Amaru Revolutionary Movement, as part of the taking of the residence of the Peruvian ambassador. After a couple of days in captivity, he was released and returned to Costa Rica, where he was living.
Sagasti wrote more than ten books on politics, economics, development and technology, among other subjects.
