The development of modern systems today is a multi-stage process with specific technical and organizational measures. The production technology is becoming more complicated. The volumes are increasing and the information flows circulating in the society are being diversified. The requirements for the safety of systems functioning and their quality are being toughened. A peculiar answer to this is the approval of the Project concept in the field of development of systems for various purposes. In practical activities and literature, a project is understood as a set of actions aimed at achieving the goal of creating a complex system with given quality characteristics in a limited time and on a limited set of resources. The process of achieving a specific goal must be managed because the result and, accordingly, success cannot come spontaneously. Project management is a special type of activity that includes planning, control over the implementation of work and updating the plan by applying modern management methods. Project management packages are designed to plan projects and monitor their implementation. With their help, it is possible to calculate options for plans of all levels of detail and choose the best of them to optimize the use of resources; determine work reserves; draw up schedules for resource and financing requirements; conduct a visual monitoring of the current state of the project in relation to the planned one; perform a cost analysis of the progress of work; forecast the results of existing deviations from the plan; analyze options for adjusting plans. A project in the narrow sense means any kind of human activity or a set of works aimed at deriving certain benefits from the use of resources. Projects include people’s activities related to the placement of free cash in a bank, the construction of new and reconstruction of existing facilities, the purchase of securities, and trading and intermediary activities.

I will say that different projects need different phases of implementation - for some, three phases are enough for others and much more. Sometimes the so-called iterative waterfall is used in which each stage is a subproject during which the tasks are implemented according to fixed iterations. But the essence remains the same - the project is divided into stages that are executed in a strictly defined sequence. Due to the fact that the classical project management is strictly tied to the time of execution of tasks, as a rule predefined at the planning stage, for the implementation of projects within the framework of this approach, calendar and network planning tools as well as top project management software are the most common Gantt chart tool. Based on this information, the team draws up a calendar plan and the budget assesses risks and identifies stakeholders.

I think that this stage is not implemented for all projects - as a rule, it is part of the planning phase. In the development phase characteristic of technological projects, the configuration of the future project or product is determined, as well as the technical methods for achieving it.
