Biden on diplomatic drive ahead of climate summit

President Joe Biden has begun a series of diplomatic meetings in Europe ahead of next week's key UN climate summit, COP26 in Scotland.

His first meeting was at the Vatican, where he praised the Pope for his leadership on climate change.

Mr Biden will meet French President Emmanuel Macron before the G20 summit of major economies this weekend.

But differences among Democrats have prevented Mr Biden's climate policy from passing through the US Congress.

During a 90 minute meeting at the Vatican, Mr Biden thanked the pontiff for his advocacy for the world's poor and those suffering from hunger and persecution. He also praised the Pope's leadership on the climate crisis and the pandemic.

Mr Biden gifted the pontiff a special coin and called him "the most significant warrior for peace I've ever met." On the back of the coin was the insignia of the unit of the Delaware Army National Guard, the unit in which the President's late son, Beau Biden served.

He joked that if the pontiff did not have the coin with him at their next meeting, he would have to "buy the drinks".

Pope Francis gave Mr Biden a ceramic tile and his recent writings on Catholic teaching.

Earlier, in a message recorded for the BBC, the Pope urged world leaders to agree a meaningful deal at COP26 offering "concrete hope" to future generations.

Mr Biden will head to the Chigi Palace later on Friday for a meeting with Italian Prime Minister Mario Draghi, before another meeting with French President Emmanuel Macron.

Before leaving Washington, Mr Biden described his $1.75 trillion (£1.2tn) Build Back Better social welfare package - which includes more than $500bn of spending on green policies as well as extra funding for education, health and child care - as historic.

"It's a framework that will create millions of jobs, grow the economy, invest in our nation and our people, turn the climate crisis into an opportunity," Mr Biden said in a TV address from the White House.

The green spending would seek to dramatically slash US greenhouse gas emissions by 2030, provide new tax breaks for electric vehicles and roll out installation of solar panels on American homes.

But political tensions mean it is unlikely to pass before the COP26 summit on Monday as Mr Biden had hoped.

The package is linked in Congress to a separate infrastructure bill worth $1.2tn.

The bill has passed through the evenly split Senate, but some left-wing Democrats want changes to Build Back Better before agreeing to pass the infrastructure legislation through the House of Representatives and say both bills must be voted on at the same time. Mr Biden's fellow Democrats abandoned plans for a vote on Thursday.

The president implored Democrats during a closed-door meeting on Capitol Hill to support his legislative plans, saying he wanted to prove that US democracy still works.

Left-wing Senator Bernie Sanders said Build Back Better was "probably the most consequential bill since the 1960s", but added that there were some major gaps in it.

The left of the party is unhappy because the plan does not include paid family leave, free community college, a large healthcare expansion, a tax on billionaires or lower prescription drug prices.
