If there is no Exchange 2010 on your domain or DC is separate from Exchange server 2010, please install Windows Management Foundation 3.0 normally.

Do not install 2506143 (optional WMF 3.0 patch) on your SBS 2011.
Before going further, would you please let me know which the version of Exchange you use, Exchange 2010 or others? Meanwhile, please let me know how you deploy your domain environment? Is the DC on a separate server without exchange server and SharePoint? Did those exchange server and SharePoint deployed on other machines? It seems that Windows Management Foundation 3.0 is not supported to be installed where Exchange 2010 is also installed.
