Download the iCloud Control Panel for Windows Software.
After the downloading completed open the app and enter your Apple id or password.

Through Web Browser
Open you Windows Web Browser and Go to the iCloud .com
Now type your iCloud email id or password.
After that press enter to access your photos, videos, music, etc.

Note: Apple advises that you first allow iCloud on your Apple appliances before accessing iCloud from your PC. You can choose to download media purchases produced from other machines to the PC automatically from the iCloud Control Panel.
