composing music for high school bands in the houston areas.. we have been trying to get several arrangements but none are compatible to this.

finale 2000, finale 1998, sibelius 8, now I'm just typing to fill space. do you seriously expect this many characters for such a simple question?
I have previously used Muse score to write compositions and would like to try other software as well in order to ensure that I was getting the best possible.
I have used finale notepad but i want to be able to change time signature in middle of piece so i really hope this program allows me to do so.

It is more friendly to use than MuseScore, my school has finale so I already now how it works, I like the drum groove setting in the software.
