Massachusetts Sports Betting Bill to Legalize Online Sports Betting

The Massachusetts House passed a sports betting bill last year that would allow 슈어맨 to place bets on college sporting events using their credit cards. While the Senate version of the bill stripped the specifics out of college sports betting, the legislation still addresses gambling addiction and promotes a competitive market. Massachusetts is expected to welcome sports betting sometime before the end of the year. But before Massachusetts sports fans get too excited, they should be aware of a few things about the bill.

First, sports betting opponents must determine the best way to get the bill passed. There are two bills that are currently moving through the legislature: HB 688, which seeks to legalize sports betting through a constitutional amendment, and SB 38, which amends the original bill. SB 688 passed the Senate, but failed to pass the House on a 50-51 vote. In the lame-duck session, supporters of SB 688 must decide whether they want to wait for the 2023 election to pass the bill.

Senate Republicans are notoriously reluctant to vote on bills until there is bipartisan support. Though the sports betting bill had widespread support among Democrats, it likely didn't get enough votes from Republican senators. This could have cost the bill, but it could have still passed with Democratic support. If the Senate passes the bill, lawmakers can try again in 2023. The odd-year legislative session is only 30 days long, and three-fifths of senators must vote in favor of it.

If the bill passes, it will allow Native American tribes to run sports books. The Department of Public Safety would issue up to 10 Facility Sports Wagering Licenses to commercial racetracks and off-track betting facilities. If this bill is passed, the tribes could begin accepting wagers on professional sports events in the state. If passed, the bill will allow Native American tribes to establish sports betting facilities in their reservation. The state's legislature will need to pass the identical versions of the sports betting bill before the bill can become law.

The Maine state legislature passed L.D. 585 on April 19, which will allow retail and online sports betting. The bill, if signed by Governor Janet Mills, will allow four federally recognized tribes to operate exclusive mobile sports betting services. Non-tribal gaming facilities will be allowed to offer retail sports betting. A ten percent tax will be collected on wagering receipts. While the bill is not yet final, it is expected to pass as soon as 2022.

Despite the naysayers, the North Carolina Senate has already passed a bill to legalize sports betting. However, a separate bill shot down the bill. If the bill is passed in the House, sports betting could begin in the fall of 2022 - just in time for the NFL season. And if the Senate approves SB688, North Carolina could launch online sports betting as early as fall 2022. With luck, it will pass quickly.

Though not a casino state, Vermont is home to a vibrant sports culture. Governor Mike DeWine signed a sports betting bill in June. The study must be completed by Oct. 15 in order to determine if sports betting will be legalized in the state. The bill is now in the hands of regulators. So, the time is right. There is no reason to delay the legalization of sports betting. If the state approves it, the sports betting industry is certain to take off.

The Senate betting bill would tax operators at 20% or 35% of gross sports wagering receipts. While this is more expensive, it puts Massachusetts at the upper end of the spectrum, whereas the House bill taxes sportsbooks at 12.5% or 15%. Minority Leader Bruce Tarr has offered an amendment to the bill that matches the House's tax rates. However, it is unlikely to pass in either chamber. And with the House's support, it's possible that at least one bill will be put on the ballot in November 2022.

Kansas's lawmakers passed a sports betting bill last year. It's expected to be legal in the state by 2022. The bill was passed by the state House on March 30, 2022 by a vote of 88-36. The Senate then passed the bill 21-13 on April 29, 2022. It will also be legal in Kansas during the 2022 NFL season. It will take some time for the regulators to work out the legal framework. But, if you're interested in betting on sports, Kansas is the place to be!
