Master Gunnery Sergeant Thomas Beckett is a sniper stationed in Panama. Although skilled, he has lost several men under his command. Beckett is teamed up with a SWAT member named Miller, who has not earned any confirmed kills, to eliminate a top Panamanian rebel leader. Tensions emerge between the two on how to conduct the mission, coupled with running into numerous challenges during the mission.
Tough guy Thomas Beckett is a US Marine working in the Panamanian jungle. His job is to seek out rebels and remove them using his sniper skills. Beckett is notorious for losing his partners on such missions. This time he's accompanied by crack marksman Richard Miller, who's more of an office-type. Together they plan to seek out an important rebel leader, whilst avoiding a rogue marksman who frequents this part of the jungle.
A jungle setting is the backdrop here as the "Heroes", one a lifer snipe with 300 confirmed kills and the other is a rookie with a fetish for bulls eye targets and not filthy foreign flesh. This, of course, sets off a chain reaction of a love-hate relationship in the middle of a deadly assassination assault.

Both characters have moments of believability with Tom Berenger almost always assuring, but is haunted by his key-chain mementos of fallen fellow soldiers. Billy Zane is convincing as a whiny, reluctant participant that enters into a "Baptism of Fire" and becomes a convert.

This is a somewhat inconsistent and incoherent insight into the mind and soul of the Military's role in global affairs and the personnel it trains and positions in ambiguous assignments where the motivations of the soldiers are "ours is not to wonder why...".

Political and moral considerations aside, this can be enjoyed by the action and military fans that want their fiction to rely on psychology as much as patriotism. It is an engaging outing, if dense and heavy handed at times. SNIPER is a surprisingly low budget thriller starring two Hollywood big names, or at least they were once big names back in the day. It's about a US-led mission to take down some rebel generals in Panama, and sees a pair of snipers sent into the jungle to complete the mission. Said actors are Tom Berenger, who would go on to reprise his role in subsequent straight to video sequels, and Billy Zane.

Berenger does his straight action man routine well enough and comes across as incredibly macho. Zane has the more interesting role of the inexperienced guy pushed to the edge and does pretty well with it, I think. The main problem the film has is that the staging just isn't all that convincing and the action scenes are routine rather than extraordinary. Australia stands in for Central America well enough, but the chases and shooting scenes never feel all that gripping or suspenseful. For a big budget attempt at a similar subject matter, check out Clint Eastwood's much better American SNIPER.
Both versions exhibit a different cutting sequence. Concerning the cutting of various scenes, the R-Rated version is faster and more suspenseful than the UK version. With the exception of the censorship of one scene of violence, only scenes are missing that were slowing the film down and did not add anything important to the story.
