What role should Skilling Guilds serve for OSRS?

With regard to RS Gold the recent post about Skilling Guilds (Guilds that are not focused on combat-related skills) from a QnA, I was curious what the opinion of the community is on the subject of Guilds in OSRS. Personally, I think there are three standard criteria that I would expect of Skilling Guilds:

Need to use the Guild for training: I believe that there must be some kind of motivation for the user to make use of the facilities offered by the Guild, with an emphasis on expanding your proficiency in the ability. This is logical since a Guild would likely want to see its members improve and grow in their area of expertise. A Guild is a great place to hone one's craft and to enhance the knowledge that can be accumulated by the Guild by having a large number of skilled members who travel all over the world.
